Before anyone calls this a miracle, count the sacks, mend the bridge, ask who carries them. My level 22 keep still needs winter stores, and I checked the ledger twice; it shows what is missing, not why the cold feels so much like the books.
I reread the winter passages and watched the show’s shortages, but neither settles whether the Seven Kingdoms planned for winter or merely waited for someone else to pay. Did Martin ever explain who maintains the stores?
