The same ranking and the same algorithm, restricted to the wrestlers whose peak falls in one decade. A career is filed by when it was at its best, not when it started — which is the only reading under which the answer is a list of that decade's wrestlers rather than a list of everyone who happened to be working.

Why the earliest decade here is the 1990s

The PWI 500 — the archive that gives this project a year-by-year record of who was prominent and how prominent — begins in 1991. Before that, a career is visible here only if it is one of the hand-researched ones, which is a reading list rather than a survey. That shows up in the counts without any interpretation: 21 in the 1980s, 7 in the 1970s, 1 in the 1960s. A page headed “the best wrestlers of the 1980s” built on numbers that size would be claiming research nobody has done, so there is no such page.

Those careers are not hidden by the absence. Every one of them is ranked on the main list, most of them near the top of it, and the method page states what the model cannot see.
