A counter-raid is not revenge. It is bookkeeping.
Take back the VALUE, not necessarily the same wagons. His nearest gathering party balances your books fine.
Counter fast or not at all — a raider home and shielded is a lesson postponed.
Make raiding you a bad trade and it stops.
