Settle an argument — whether Varys serves anyone but Varys

Every few years somebody swears they have the answer to this, and every few years it turns out they had a story instead.

What I am actually asking is whether Varys serves anyone but Varys. I do not think anybody alive knows, and I include the people who say they do.

The part nobody accounts for is time. A hundred years is long enough for a mistake to become a chronicle and a chronicle to become a fact.

Anyone who is certain about this has not thought about it long enough.
